Estate Find framed art work signed 1989 Petz Petv Petr? not sure see pics

This was from a local estate sale. Not sure of the artist but its a pretty piece. The frame is scratched and scuffed . glass is in good condition. it has been professionally framed so I have not opened it to see if anything on back of actual art work. The overall size with frame is approx 13" x10". The art itself has some yellowing and browning , not sure if part of the original color or if it was like that and then was framed but saying it so it is known. maybe someone recognizes the artist name. Please note: Colors may be slightly different due to monitor settings and lighting when picture was taken.
